We've seen plenty of leaks, and now Steam is the culprit, as users logging in get prompted by a "Just Cause 4" pop-up asking you to "PRE-PURCHASE NOW."
This seems to be yet another premature activation, as the page does not actually lead to anything, but it does confirm the game's existence.
