In an interview with Develop Magazine, RealTime Worlds producer Phil Wilson said the team is "heartbroken" that there won't be a Crackdown 2. By the time Microsoft approached RealTime Worlds to talk about a sequel, the team had already moved on to "bigger, better things," probably referring to APB, or its confirmed, but yet to be announced, secret title. Depending on who owns the naming rights, this means Microsoft might ask some other team to look into a sequel, or the issue will be revisited at a later time.
