Play as Marcus Holloway, a brilliant young hacker living in the birthplace of the tech revolution, the San Francisco Bay Area. Team up with Dedsec, a notorious group of hackers, and expose the hidden dangers of ctOS 2.0, which, in the hands of corrupt corporations, is being wrongfully used to monitor and manipulate citizens on a massive scale.

With the power of hacking and Dedsec by your side, launch the Hack of the Century, take down ctOS 2.0 and give freedom back to whom it belongs: the people.


DedSec played a big role in taking down ctOS in Watch_Dogs 1. They are an international group of hackers with San Francisco being one of many cells, but they are independent of an organized structure and message. Their politically and socially oriented hacks are what attracted Marcus to their banner, but with Marcus, they launch into more ambitious operations that push them to the forefront of hacktivism.

Technology has become a giant spider’s web of data controlled by the highly complex Central Operating System (ctOS), controlled by Blume and its CTO, Dusan Nemec. Marcus uses hacking as his ultimate weapon to rebel against the establishment which watches us, tracks us, and records us through our purchases, friends, online activity, even the words we type in our search engines. If Marcus is fighting the tools that the establishment uses, the main villains in the game are the people that are providing those tools.

Dusan is a man that always understood that data was the currency of the future, a currency he wanted to control, and all he needed to do was monetize information. He took this into Silicon Valley, which represented everything crass that he embraced. Information for profit was the business of the future and Dusan wanted to monetize it.

As a world-class programmer and analytics, Dusan started his own start-up company that specialized in Predictive Algorithms. Blume bought out Dusan’s company, fired everyone except him, and put him to work on ctOS. Dusan became Silicon Valley’s newest young billionaire with his proprietary technology, while his charm, skill, and transformation propelled him to CTO of Blume itself. The thing is, there is a monster in Dusan… a beast that prizes data and hates weakness. A beast who may not think he is God, but likes playing the role nonetheless.

Blume is an American multinational conglomerate corporation, currently focusing their efforts on the ctOS, an operating system designed to control cities by managing infrastructure, coordinating emergency response, running massive surveillance and big data collection on civilians, and even experimenting with predictive algorithms. It is everywhere and it sees everything. Blume has recently launched ctOS 2.0 in the Bay Area, and they want to use the location to rope in the other Silicon Valley powerhouses. Each of the other corporations has a key tech focus that Blume wants to adapt into their ctOS. While this move is seen as social progress by Blume itself, it looks more like a “Big Brother” worst-case scenario to hackers like DedSec.

T-Bone grew up a tinkerer and basement hacker before the Internet was barely a thought. TBone’s all about the intimate power he gets. It’s an addiction. He can’t help challenging his mind to unlock areas forbidden to him. And it hasn’t gone without punishment. T-Bone’s antiauthority sentiment combined with his strong sense of justice means where he draws the line is a bit hazy. He makes the rules up as he goes. His infamous hacking of city infrastructure resulted in the East Coast shutting down causing 11 deaths. This left T-Bone deeply scarred. Whatever his actions, T-Bone’s haunted by a powerful desire to atone for those deaths.

As far as his role in the game, he shows up as a kind of mentor for DedSec. He teaches them how to strike out at his long time nemesis, Blume.
