Fugitive Hunter: War on Terror blends first-person shooter (FPS) and fighter genres in a hunt for terrorists and other criminals; in one of the key missions, players track and capture Osama bin Laden - America's most wanted terrorist.

In Fugitive Hunter: War on Terror, players assume the role of Jake Seaver, a former Navy Seal and current Fugitive Recovery Agent. The story begins during a covert mission on the Afghanistan-Pakistan border in 1999. Seaver's helicopter is shot down and his team is lost in the crash. Barely escaping with his life, Seaver returns to Miami, the headquarters for the Criminal Interdiction and Fugitive Recovery (CIFR).
