The BBFC and the Video Appeals Committee have been going back and forth over Rockstar's Manhunt 2 for quite a while now, but it may finally have come to an end. The VAC challenged the BBFC's refusal to grant Manhunt 2 a rating, who in turn filed an appeal with the High Court, which was ultimately rejected. As a result, the BBFC is conceding and will see no other option but to grant Manhunt 2 an "18" certificate.

The BBFC is applying for a judicial review of last week's decision by the Video Appeals Committee to overturn the Board's rejection of Manhunt 2, because in its view, it is based on an incorrect interpretation of the Video Recordings Act. The BBFC's challenge also seeks suspension of the Committee's decision that the game should be classified, which would have fundamental implications with regard to all of its decisions, including questions of unacceptable levels of violence.

Following the decision by the Video Appeals Committee to allow the appeal by Rockstar against the BBFC’s rejection of Manhunt 2 by a majority of four to three, David Cooke, Director of the BBFC said: "The BBFC will carefully study the judgement by the Video Appeals Committee when it becomes available."

Earlier this week, hackers managed to find a way past Rockstar's edited version of Manhunt 2, unlocking various banned content on the PSP version of the game. Since the ESRB demands full disclosure, even of hidden content, it decided to re-evaluate the game and has decided that the requirements to unlock the content were not sufficient for it to change the game's M rating.

While it may not be another Hot Coffee incident, Rockstar has managed to work itself into the spotlight again. After the ratings soap opera, Take Two finally got the green light to release a modified version of its action game Manhunt 2, but it seems savvy hackers managed to unlock some of the banned content, even though it requires a modified PSP unit.

The BBFC rejected and ultimately banned Manhunt 2 in June, but it has now also turned down a revised version of the video game. 2K Games had set in motion an appeal to the Video Appeals Committee against that decision, and this was suspended while the revised version was considered for classification.

Manhunt 2 was banned even before it saw the light of day; the ESRB slapped it with an AO, resulting in both Sony and Nintendo refusing to publish the game on its consoles. In an interview with C&GV, Condemned 2 producer Constantine Hantzopoulos admits that the controversy has led them to scale back the game's mature content and remove certain non-essential items.

Yesterday the UK banned its first game in 10 years, the ESRB leans towards an AO (Adult Only) rating, and today Ireland's IFCO also imposed a sales ban, with possibly New Zealand and Australia to follow shortly.
UPDATE: Both Sony and Nintendo stated they have a policy of NOT allowing AO rated games to be released on their consoles, and will enforce it if the ESRB rates it as such.

The first game to be banned since 1997 (Carmageddon) the BBFC has rejected Rockstar's Manhunt 2, meaning it cannot be legally supplied anywhere in the UK.
