Yakuza 3 takes a departure from the first two games by moving from the gritty cityscape of Tokyo, to Okinawa, where Kiryu runs a center for orphaned children. The orphanage is on land that is owned by a mob boss who is under pressure from the government to sell the land, making life once again tough for Kiryu.
